It's interesting how Levitt developed these solutions. It seems to be a problem on an individual basis. Since generally people who create pollution don't pay the cost of their actions, they don't have much incentive to decrease pollution. Costs/benefits will also be distributed unequally. As we think about sustainable policies for future generations, we also have to be careful that global warming policies do not divert attention away from other potential investments.
